As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard (FMVSS) number 123, "Motorcycle Controls and Displays." The motorcycle may move unexpectedly when the transmission is actually in gear, increasing the risk of a crash.
